The surface of the moon investigation was a star before Apollo plan. Both unmanned investigation and some person investigation were done abundantly. Pioneer,Ranger,Surveyor,Explorer,Lunar orbiter,Apollo. But, it stopped why being done with the end of Apollo plan. Only to be one-fourth of the surface of the moon as for the area where it is probed.

Financial difficulties, the need of the planet investigation, etc... indeed, it is easy to settle an ordinary reason. But, it couldn't be understood by all means. Of course, various guesses went.
